Is it illegal to use a car rental contract id?

Hi. I am going on a trip and I need to find a cheap car rental. I see all these sites giving out company contract id's for use with a car rental reservation. I don't just want to you use one and it be illegal to do so. What can happen if I do use such a contract code that I am not even associated with? Can someone educated on the subject give me advice.
