Does anyone know any car rental places in San Antonio that will rent to a 19 year old?

I'm 19 (almost 20) and I'm going to the Lackland area to visit my boyfriend in tech school. He might be in Camp Bullis, which is about 30 miles from base, and if he is there, I would need transportation to go see him. If anyone knows of any car rental places or cheap shuttles that could help me out, that would be great.
