are there any car rental companies that allow someone 21 years old to rent a car?

i got into an accident, completely the other guys fault. his insurance is paying for everything, including a car rental for when my car is in the shop, but im 21. the insurance company is unsure if this will be able to work since most car rentals need to be for someone 25 or over. does anyone know what companies do rent to people under 25? any other
